Executive Summary

The housing crisis is multi-dimensional in nature. One critical challenge is rapidly and fairly transforming the UK's building stock to prepare for a just net-zero future.

This report sets out a strategy for a retrofitting revolution, one that would transform and upgrade the heating systems and building standards of the UK, ensuring decent, affordable homes for all. It sets out the case for new powers and revenue sources to deliver a transformative building and upgrading programme, including the goal of putting a solar panel on every feasible roof in the UK.

This release is included in a series on infrastructure, as part of Common Wealth's Green New Deal project.
